MAIN RESPONSIBILITIES OF ALL PRODUCERS OF COW'S MILK:
 
  • All producers are required to register as milk.
  • Any producer who has a quota of supplies contract for the delivery only with an approved purchaser. Producer of cow's milk, the farm consists of a holding contract for the delivery of cow's milk with only one purchaser for a specified period of time. Producer of cow's milk, the farm consists of two or more holdings, may enter into a written contract for the supply of cow's milk with more than one approved purchaser for a period of time, each holding can only contract an approved purchaser for a specified period of time.
  • Producers holding individual milk quota for direct sales are obliged to register their daily sales, substitutions and free transfers of milk and dairy products.
  • Producers have individual milk quota for direct sales of any document issued for a consideration or free transfer of milk and dairy products.
  • Producers have individual milk quota for direct sales, ORA made a declaration in the direct sales from April 1 to May 15 of the next quota period.
  • Producers are required to pay a contribution to 1 - September to your next quota period, in case of excess of individual milk quota.
  • Producers are required to register changes in the economy.
  • Producers must keep records at least 3 years.

Annual statement of direct sales
Any producers holding individual milk quota for direct sales is required to submit an annual declaration of direct sales from April 1 to May 15 of the next quota period in ORA. Failure to submit an annual statement within the specified period shall be punished with fines and penalties.

CONVERSION OF INDIVIDUAL MILK QUOTAS

TRANSFER OF INDIVIDUAL MILK QUOTAS
Transfer of milk quotas by individual farm
 
Individual milk quota is transferred with the holding of the producer of cow's milk in a transaction or inheritance. Successor to the holding of quota must notify the RA, thereby applying the model in the ORA.
 
 
Transfer of individual milk quotas without holding
 
Between spouses and / or between relatives in direct line of the first degree (parents and children) individual milk quota may be transferred without transferring the farm where the acquirer is a farmer, registered under Ordinance № 3 of 1999 establishing and maintain a register of farmers.
 
MILK QUOTA TRADING SYSTEM
 
Under Section VI of the Ordinance № 23 on the management of the national milk quota provides for the transfer of individual quota by non-farming etc. Quota Exchange. And the main aim is to ensure that manufacturers expanding their activities in the market of cow's milk with an additional quantity of quota while exempt producers who do not realize and do not offer milk and milk products during the previous quota period. Purchase of individual milk quotas
 
To purchase quota application in the period 01 - 30 August to the year. Purchase price is fixed and is approved annually by the Minister of Agriculture and Food after the quota period. Application for purchase of individual quota shall be filed in the SFA-RA personally or through an authorized person, may be sent by registered mail or by email at the following e-mail address: milk@dfz.bg provided that the buyer has electronic signature. After the deadline for submission of applications to purchase, all quantities are announced on the website of the SFA - RA based on information recorded in the Register of buying individual quota.
 
 
Sales of individual milk quotas
 
To sell the quota application, no later than 15.11. of the quota year. It ORA filed in person or through an authorized person, may be sent by registered mail or by email at the following e-mail address: milk@dfz.bg provided that the seller has an electronic signature.
 
 
 

After the deadline for submitting applications for the sale, establishes the status of the quantities to purchase and those for sale. On the basis of the authorized amounts Sector "Milk" prepare a notification letter for payment to all customers approved for transfer by the deadline of the scheduled amount to 1 month from the date of the outgoing number. These letters have a deadline for submitting to the end of November. Failure to pay within 1 month of sending the notification letter to the appropriate buyer loses the right to participate as the amount published on the website of the SFA - RA with a minimum date for submission of application for purchase. If these quantities are not purchased, they remain owned by the seller of an individual quota by 5% they withheld under Art. 26 para. 2, it will not be resumed. When payment by buyers, RA has an obligation to transfer the amount that the relevant manufacturers and to inform both buyers and sellers to changes in individual quotas.
