    State Fund Agriculture - Paying Agency (SFA-PA) paid over BGN 19.2 million. (BGN 19,236,584) to 37,305 farmers, applicants under the direct payment schemes for the 2020 Campaign. For all of them there is a rate of adjustment (financial discipline mechanism), according to Art. 8 of Regulation (EU) 1307/2013. We remind that in Bulgaria, according to Regulation (EU) No. 1307/2013, a mechanism for financial discipline was introduced on January 1, 2016. As per it, all amounts under direct payment schemes are reduced by a certain percentage if the subsidy exceeds the BGN equivalent of EUR 2,000 for a specific campaign.
    The withheld funds are intended to replenish the crisis reserve in the agricultural sector. The financial discipline mechanism has been introduced to ensure that the annual budget is in line with the multiannual financial framework (MFF). For the 2019 Campaign the Paying Agency imposed an adjustment rate of 1.432635% on the authorized amounts of applicants under direct payment schemes, in accordance with Commission Implementing Regulation (EU) 1928/2019.
   According to another Commission Implementing Regulation (EU) 1769/2020, due to non-use of the accumulated crisis reserve from 2019, a refund amount has been allocated for each Member State. For Bulgaria, the returned funds under the Financial Discipline Mechanism amount to EUR 9.865 million (BGN 19.3 million).
